These classes are coordinated by Osseo Area Schools' Community Education – Early Childhood & Family Education program and provide play-based learning, highly qualified staff, family and community engagement, flexible schedules and options to meet family needs.

Children who turn 4 by Sept. 1, 2026 are eligible for:
- Prekindergarten for Fours
- Four Star Express prekindergarten + care
- Tuition Free Prekindergarten (also known as VPK)
- Blast Wrap Around Care (extended child care for students before or after their prekindergarten class at Oak View Elementary School).

Will my child go to the same school for preschool, prekindergarten and kindergarten?
Enrollment in Osseo Area Schools’ preschool and prekindergarten programs does not automatically transfer to kindergarten. Parents/guardians will need to complete kindergarten enrollment for their child. Learn about how to enroll your child in kindergarten on the district website osseoschools.org/enroll.
Exceptions include:
1). Students who are enrolled in the district’s Tuition Free Prekindergarten program (they are promoted to their attendance area school for kindergarten).
2). At Birch Grove School for the Arts (a magnet school through Northwest Suburban Integration School District (NWSISD) students enrolled in Tuition Free Prekindergarten or Early Childhood Special Education (ECSE) will be promoted to kindergarten. If their home school offers an ECSE program, parents/guardians can choose for their child to attend there or continue at Birch Grove.
3). Students receiving special education services will be contacted by their case manager if the assigned school is not their area school of attendance.

- Each school offers scheduled tours for families to learn more about student experiences. Contact the school or program directly to schedule a tour.
- Programs may offer an orientation for families before the school year begins. Each program will provide a schedule and more information to families closer to the start of the new school year, this typically occurs in August.
- Elementary School Open Houses are one-time events offered typically in late August or early September before the school year begins for families to tour the school and meet staff. Check the district website in the Spring of 2026 for the schedule for the 2026-27 school year.

Families can contact Early Childhood Family Education (ECFE) for resources. Licensed parent educators offer phone consults, visits, and classes on toilet training and other child-development topics. ECFE's main office phone number is 763-391-8777 and email is ecfe@district279.org.

Preschool is the start of an exciting educational journey for your child in Osseo Area Schools. Early Childhood Family Education's (EC&FE) affordable and enriching classroom based preschool programs include:
- Preschool for Threes - For children who turn three years old on or before Sept. 1, 2026
- Preschool for Three to Fives - For children who turn three or four years old on or before Sept. 1, 2026
Dedicated and experienced staff support your child’s growth and learning every step of the way. EC&FE's curriculum is designed to build confidence, independence, and essential academic and social skills so that your child is well-prepared for kindergarten and beyond.
A typical schedule may include:
- Group time: Songs, stories, games, and movement activities that promote social interaction and build a sense of community.
- Gym or playground time: Fun and active play that supports the development of gross motor skills, either in a gym space or on the playground.
- Discovery time: Hands-on learning through play, featuring activities like art, literacy, math, dramatic play, science experiments, sensory exploration, and more.
- Book time: A dedicated time for children to engage with books, fostering a love for reading and storytelling.
Nature Preschool for Three to Fives
At Nature Preschool, your child will thrive in an environment where learning comes alive through nature. The Arbor View Nature Play Area is designed to ignite curiosity, creativity, and a deep connection with the outdoors. Each class day invites children to explore and learn through a dynamic schedule that may include:
- Group time: Songs, stories, games, and movement activities that promote social interaction and community-building.
- Nature play time: Outdoor exploration and activities that encourage physical movement and support gross motor skills in a natural setting.
- Discovery time: Hands-on learning through play, including art projects, literacy and math activities, dramatic play, science experiments, sensory exploration, and more—all inspired by the wonders of nature.
The nature-focused approach nurtures the whole child, supporting cognitive, social, emotional, and physical development in a nurturing, exploratory setting.

How does the lottery process work?
What happens if my child doesn’t get into one the classes I select in the lottery?
After the lottery is held, how many waiting rooms can my child be in?
How does the waiting room work?
When a spot becomes available in a class, the office runs a mini-lottery among the students in that class’s waiting room. Parents or guardians of the selected child are notified and have 48 hours to respond by phone or email to accept the spot. If there is no response, another mini-lottery is held, and the spot is offered to someone else.
How much is tuition?
Tuition is based on a sliding fee scale that considers household income and family size. The specific fee scale is available in the registration brochure. If the tuition cost would prevent you from enrolling your child, call 763-391-8777 to discuss financial assistance. Scholarships may be available to help reduce tuition for families who qualify.
How do I make tuition payments?
- Tuition is divided into nine equal monthly payments, due on the 15th of each month. Payments are automatically charged to the credit card or bank account you provide.
- If you prefer, you can pay the full annual tuition upfront and receive a 5% discount if payment is made before Sept. 14.
- When your child is enrolled in a class after the lottery process, a nonrefundable $25 registration fee and the first month's tuition are charged. The remaining eight payments are made monthly from September through April

Prekindergarten for Fours
The Early Childhood Family Education (EC&FE) Prekindergarten for Fours program is designed for children who turn four years old on or before Sept. 1, 2026. Prekindergarten for Fours offers a supportive and engaging environment where your child can grow, learn, and prepare for kindergarten. Experienced, licensed teachers provide a nurturing space for children to build confidence, independence, and essential academic and social skills. The curriculum is thoughtfully designed to meet children where they are developmentally while encouraging exploration, creativity, and growth.

In Prekindergarten for Fours: Free transportation may be available for students who qualify based on home address and attendance area. Transportation is one way only: to school for morning classes or home from school for afternoon classes. How does the waiting room work?
When a spot becomes available in a class, the office runs a mini-lottery among the students in that class’s waiting room. Parents or guardians of the selected child are notified and have 48 hours to respond by phone or email to accept the spot. If there is no response, another mini-lottery is held, and the spot is offered to someone else.
How much is tuition?
Tuition is based on a sliding fee scale that considers household income and family size. The specific fee scale is available in the registration brochure. If the tuition cost would prevent you from enrolling your child, call 763-391-8777 to discuss financial assistance. Scholarships may be available to help reduce tuition for families who qualify.
How do I make tuition payments?
- Tuition is divided into nine equal monthly payments, due on the 15th of each month. Payments are automatically charged to the credit card or bank account you provide.
- If you prefer, you can pay the full annual tuition upfront and receive a 5% discount if payment is made before Sept. 14.
- When your child is enrolled in a class after the lottery process, a nonrefundable $25 registration fee and the first month's tuition are charged. The remaining eight payments are made monthly from September through April.

Exceptions include:
1). Students who are enrolled in the district’s Tuition Free Prekindergarten program (they are promoted to their attendance area school for kindergarten).
2). At Birch Grove School for the Arts (a magnet school through Northwest Suburban Integration School District (NWSISD) students enrolled in Tuition Free Prekindergarten or Early Childhood Special Education (ECSE) will be promoted to kindergarten. If their home school offers an ECSE program, parents/guardians can choose for their child to attend there or continue at Birch Grove.
3). Students receiving special education services will be contacted by their case manager if the assigned school is not their area school of attendance.

- School year 2025-26 Four Star Express registration opens Jan. 15, 2025 at 9 a.m. until Jan. 31, 2025 at 11:59 p.m. A lottery drawing will take place Feb. 3, 2025.

How does the lottery process work for Four Star Express?
All registrations submitted during the registration window (9 a.m. Jan. 15, 2025 through 11:59 p.m. Jan. 31, 2025) have an equal chance of being accepted. A lottery drawing will take place Feb. 3, 2025. Registrations will be randomized and accepted based on available space. Families will be notified no later than Feb. 14, 2025 if their child's contract has been accepted or denied.
What happens after the lottery?
- If your contract is accepted or denied, you will receive an automated email confirmation no later than Feb. 14, 2025.
- If your contract is accepted: We do ask that you email us a copy of your child's birth certificate & immunization records.

If your contract is denied: You will receive an email from the business office, no later than 2/14/25. Your registration along with your first and second choice will remain open after the lottery unless you remove/withdraw your contract. As space becomes available, we will notify families in the order determined by the lottery.

We offer a collaborative and developmentally appropriate childcare experience designed to support the early needs of children in a school setting. Our program features hands-on learning through play, social-emotional development, and a structured classroom environment. Additionally, we incorporate curriculum that aligns with the district's early childhood programs. Our program includes up to five field trips throughout the school year, all covered by your tuition.

Is transportation available for my student?
Transportation is not a guarantee for Four Star Express children. To be considered for transportation, an older sibling needs to be on the same bus and, there must be capacity on the bus route. If you have questions, visit the Transportation Department website, email bus@district279.org or call the transportation office at 763-391-7244.
Is care available for my student on non-school days?
Yes. Four Star Express is open on most non-school days. Registration for non-school days can be made online in your account with a current contract. Non-school day requests remain pending until approved two weeks prior to the non-school date. Non-school days are included in tuition.
What is the Four Star Express withdrawal policy?
- If a family withdraws and there is another family registered at the time of withdrawal who accepts this opening, we will provide a full refund of the last week’s deposit.
- If a family withdraws by 11:59 p.m. on June 30 and the opening cannot be filled at the time of withdrawal, we will provide a half refund of your last week’s deposit.
- If a family withdraws after 11:59 p.m. on June 30 and the opening cannot be filled at the time of withdrawal, no refund will be provided.
How do I know who is working with my child's class?
Staff assignments will be finalized in August 2025. If your contract is accepted, you will receive an invitation to attend a virtual Four Star Preview event where we will share basic information and introduce the staff supporting your child's classroom. Classroom staff will be available for the upcoming school year starting on August 25, 2025.
Special Education and creating an inclusive learning environment.
Four Star staff are not trained special education professionals and are not equipped to deliver specialized services. However, we are dedicated to supporting children with Individualized Education Plans (IEPs) and committed to fostering an inclusive and accommodating environment while operating within our scope of expertise and available resources.
Can I visit a school and see a classroom?
- Yes. We offer opportunities to visit a classroom during the school year. Contact the business office to schedule a time.
- Elementary School Open Houses are scheduled before the first day of school to meet the principal, staff, teacher and see the classroom. The 2025-26 calendars will be posted on the website.

Tuition Free Prekindergarten (also known as Voluntary Pre K or VPK)
Tuition Free Prekindergarten is for children who are four years old on or before Sept. 1, 2026 and not eligible to enroll in kindergarten. This program meets every school day in the morning or afternoon. The focus of this program is to make sure that students receive instruction, services and support so they are successful in school and beyond. Small class sizes mean your child will receive personalized attention from our highly trained and caring teaching staff. This free prekindergarten program is made possible by special funding from the state, which recognizes the established link between early learning opportunities and student achievement.

What are the qualifications for Tuition Free Prekindergarten?
Students must qualify to attend this program for free. Students must meet one of the following criteria to attend for free:
- Qualifies for free or reduced-priced meals/educational benefits
- Qualifies for state general financial eligibility requirements listed in Minn. Stat. 119B.09, Sub 1, paragraph (a), clause 2
- Is an English Language Learner
- Is an American Indian
- Has experienced homelessness in the last 24 months
- Is identified through health and development screening with a potential risk factor that may influence learning
- Is in foster care, kinship care, or is in need of child protection services
- Has a parent who is a migrant or seasonal agriculture laborer
- Has a parent who is incarcerated
- Is defined as eligible by the school district. Osseo Area Schools defines this as students who live in the attendance areas zoned for our current Free, Half-Day, Every day Prekindergarten schools. First priority is given to students whose home residence is within the attendance area of one of those schools. The student must be four years old on or before Sept. 1, 2025 and not eligible for Kindergarten.

Is transportation available for my student?

Students who are eligible and request transportation before August 2026:
- Free transportation is available to eligible students who live 0.8 mile or more from their school. To request transportation, please email busquestions@district279.org
- Transportation to and from school begins the first day of school for students who are eligible and have requested transportation.
Students who are eligible and request transportation after August 2026:
- Mid-day transportation (from school to home if enrolled in morning prekindergarten, or from home to school if afternoon prekindergarten) for eligible students, is the responsibility of the parent/guardian until mid-day bus routes have been arranged by transportation staff (this may take up to three weeks).
- Children whose Individualized Education Program (IEP) requires specialized transportation will need to contact the Due Process Clerk at their student’s school to have them request specialized busing.
When can I meet my child's teacher and see the classroom?
- Each school offers scheduled tours for families. Contact the school directly to schedule a tour.

Blast Wrap Around Care at Oak View Elementary School
Blast Wrap Around Care is a full-day extended child care program for students enrolled in any of the prekindergarten programs at Oak View Elementary School during the 2026-27 school year.

About Early Childhood Screening

Early Childhood Screening is a free service for children ages three to five years old.
Schedule your child's in-person appointment online or call 763-391-8777. The appointment takes approximately one hour.
Screening includes:
- A check of vision, hearing, height, weight and developmental progress.
- A review of immunizations records and family information.
- An individual review with parents/guardians of their child's progress and needs.
- Early Childhood Screening identifies needs that may require special attention before a child enters school.
About Early Childhood Special Education (ECSE)

Early Childhood Special Education (ECSE) provides opportunities for growth and support of children and their families.
Any child between birth and five years with a demonstrated developmental delay and who meets certain eligibility criteria can receive services.
